Senegal is one of the most economically dynamic countries in West-Africa, with developments in the fields of energy, mining, and coastal protection. The NCEA is actively engaging with various authorities in Senegal to support the application of ESIA and SEA and ensure that these activities are sustainable and will contribute to Senegal’s long-term development.
The NCEA coached the first ever SEA done in Senegal, which was for the offshore oil and gas sector. This SEA has inspired the development of other SEAs for the Mining sector and for River Basin Management. In 2024, the NCEA signed an MOU with the Agence Nationale des Affaires Maritimes (ANAM) to provide capacity development, technical advice and SEA coaching. In addition, the NCEA has worked with the Ministry of Mining on ESIA follow-up and inspection.
Dakar is also the location of the headquarters of several regional organisations, such as the Organisation de Mise en Valeur du fleuve Sénégal (OMVS) and the World Bank West Africa Coastal Areas (WACA) programme. With both regional entities the NCEA actively cooperates to ensure that ESIA and SEA can serve as a tool to support political decision-making.
NCEA partners from ten different French-speaking countries exchanged experiences around SEA and collaborative governance.
