Upon request of the Netherlands Embassy in Cotonou, Benin, the NCEA's Sustainability Advice advised on the Integrated Water Resources Management (IWRM) component of its OmiDelta programme.   

Significant details

For its advice, the NCEA made use of the Assessment Framework for Sustainability Analysis, that was specifically developed for Dutch water and food security programmes.

The advice of the NCEA focused on institutional sustainability. In short, there were five key recommendations:

  • Strengthening of the institutional context: taking decisions on the structuring of the DGEau, creation of the ANBH, and clarification of the attributions between these two organizations; 
  • Strengthening of the participative process;
  • Improved situational awareness in the intervention area;
  • Capacity building of the different actors;
  • Assuring monitoring and evaluation of actions.
