A new report by the Netherlands Commission for Environmental Assessment (NCEA) states that low- and middle-income countries (LMICs) face major governance challenges in managing the surge in demand for critical minerals essential to the global energy transition.

Drawing on case studies from Chile, Zambia, Guinea, Indonesia, Ghana, and Senegal, the study identifies key development and action dilemmas and calls for stronger institutional frameworks and decisionmaking involving stakeholders relevant for the country and the value chain concerned. It also emphasizes the need for LMICs to strongly lead sustainable mineral value chains, supported by international cooperation, transparent policies, and capacity-building.
