At the request of the Netherlands Ministry of Foreign Affairs (MFA), the NCEA carried out an independent review on the need and added value of developing a protocol for fair compensation of legitimate land expropriation, vis à vis existing international standards. Additionally, the NCEA also attended an expert meeting on "Protocol on Fair Compensation", dd. 23 October 2018.   

Significant details

More specifically, the NCEA was asked to: 

  • assess the need for, and the added value of, developing a protocol for fair compensation of legitimate land expropriation, vis à vis existing international standards;
  • review to which extent the project proposal and the suggested outline for the protocol addresses relevant issues and stakeholders’ needs;
  • advise on the process and further steps that need to be taken, in case there is enough ground to develop the protocol.
