Within the framework of the Memorandum of Understanding signed between the Ministry of Land, Environment and Rural Development (MITADER) and the NCEA (June 2016, see here), the NCEA was asked to provide assistance in reviewing the main reports produced during the Strategic Environmental and Social Assessment (SESA) for the National Plan for Territorial Development (PNDT) and guidance in ensuring that the SESA process complies with SE(S)A's international good practice standards. The NCEA advice is meant to provide support to the UATA (Technical and Administrative Support Unit) in ensuring that the SESA has the required quality in light of international good practice. 

Significant details

As a first step, the UATA requested NCEA advice on the Inception Report (end of Phase 0, dated 30 April). The NCEA comments were provided in so-called ‘advice of the NCEA secretariat’ in June 2018.
