Review of the Terms of Reference: "Evaluation of EKN Supported Interventions in ASAL"

The Dutch Sustainability Unit (DSU) was requested by the Embassy of the Kingdom of the Netherlands in Nairobi to review the Terms of Reference prepared by the embassy: “Evaluation of EKN supported interventions in the ASAL (October, 2012)” .

In particular, the DSU was requested to:

• Identify criteria to measure institutional sustainability.
• Review the evaluation report and focus in particular on the institutional sustainability as defined.
