The collaboration aims to strengthen the National Maritime Affairs Agency (ANAM) in systematically taking environmental and social issues into account in policies, plans, programs, and projects in the maritime and port sector in Senegal. The parties' intention is to combine the independent expertise of the CNEE with the institutional mandate of the ANAM in order to improve the quality of EESS and EIES, strengthen institutional and technical capacities, and contribute to the protection of the marine and coastal environment, particularly in the context of the development of offshore oil and gas activities, in line with Vision Senegal 2050.

The collaboration's activities include:

  • Support for Strategic Environmental and Social Assessment (SESA)
    • Coaching on the development of the SESA for the new national port and maritime strategy.
    • Development of a roadmap for the SESIA.
    • Ongoing support throughout the development process, including monitoring of the Environmental and Social Management Plan (ESMP).
  • Support for Environmental and Social Impact Assessments (ESIAs)
    • Advice on the terms of reference for consultants responsible for ESIA.
    • Independent technical advice on ESIA scoping and reports (pre-final versions).
    • Advice on the implementation of Environmental and Social Management Plans (ESMPs).
  • Institutional capacity building
    • Technical training on ESIA, ESIA and their monitoring.
    • Strengthening the legal, technical, and organizational capacities of ANAM in the field of environmental assessment.
    • Institutional assessment of the national environmental assessment system and improvement of organizational and individual capacities.
  • Protection of the marine environment and offshore activities
    • Strategic support for environmental monitoring and control of offshore oil and gas activities.
    • Sharing of experiences and international best practices.
    • Benchmarking missions to countries with proven experience in offshore exploitation.
  • Tools and capitalization
    • Development of guides, codes of conduct, and environmental and social guidelines.
    • Action research and capitalization of environmental data, including the establishment of databases on the marine and coastal environment.
