The NCEA commented on a draft permit for the West African Gas Pipeline.

Significant details

The Environmental Protection Agency (EPA) of Ghana asked the NCEA to review the EIA report for the West African Gas Pipeline (WAGP). After this review, the NCEA was also asked to comment on the draft permit for the WAGP.

The NCEA issued an advice of the secretariat to fulfil this request. It made comments and recommendations that could be used to improve the permit. Some of these are:

  • The principle of prior notification could be mentioned to enable monitoring of critical steps in the construction process;
  • The permit could make explicit the intention of authorities to inspect phases of the project, as well as the documents which will have to be submitted to EPA;
  • Reporting arrangements for malfunctions/accidents/incidents could be made explicit.
