In June 2011, the Ministry of Water Resources and Irrigation requested the NCEA to advise on the Terms of Reference (ToR) for a Strategic Environmental Assessment (SEA) for the 'Vivir con el Agua' (Living with Water) programme in Bolivia.

Significant details

The Beni lowlands in Bolivia suffer from increasingly serious problems associated with alternating flooding and droughts. To anticipate these problems, a strategy of prevention and control is being developed through the Living with Water programme. This programme is supported by Dutch and Belgian development cooperation. The Ministries of Water Resources and of Environment have taken the initiative to undertake an SEA for the Living with Water programme. The NCEA was asked to advise on the Terms of Reference (ToR) for this SEA. After establishing a working group, the NCEA drafted its advice, containing a description on the preparatory phase, a section on scoping, draft ToR, and a section on implementation and management of the SEA process.
