The NCEA advised on Terms of Reference (ToR) for an integrated SEA and spatial planning process for the Tana Delta in Kenya.

Significant details

The National Environmental Management Authority (NEMA) of Kenya asked the NCEA to support the development of Terms of Reference (ToR) for an SEA. This SEA is combined with a spatial planning process and concerns development of the Tana Delta and Tana River Basin.

The NCEA issued draft ToR, containing proposed guidelines for the preparation of the land use plan as well as for the SEA. The advice focuses on guidelines for the process and approach to be followed. Due to the short time available for this advice, the working group did not conduct a site visit and the advice should be regarded as a technical desk review.

In addition to this advice on ToR, the NCEA also reviewed the scoping report for the combined SEA and land use plan. This advice is not available via our website.
