The NCEA advised on Terms of Reference (ToR) for an integrated planning and SEA process for a Road Master Plan and ring road development on the island of Socotra.

Significant details

A Road Master Plan, integrated with an SEA, was being prepared for the island of Socotra. The Environmental Ministry of Yemen asked the NCEA to advise on Terms of Reference (ToR) for an SEA for updating the Road Master Plan and for the ring road on the island. The NCEA issued a draft advice for the Ministry to comment on. This draft advice focused on the Road Master Plan, but also included guidelines for the ring road project. In its advice, the NCEA distinguished a number of phases for the proposed SEA/master plan:

  • Establishing the context for an integrated plan/SEA;
  • Implementing phase (including scoping, baseline data collection, assessment of alternatives, mitigation of impacts, review and approval mechanisms, and documentation and availability of results);
  • Informing and influencing decision-making;
  • Monitoring and evaluation.
