Anna Chadarevian
Senior Advisor Environmental and Social Assessment
A recent NCEA fact-finding mission to the Kurdistan Region of Iraq revealed urgent needs for strengthening environmental assessment systems and strategic planning. The visit opened doors for future collaboration with government bodies, NGOs, and academia.
From October 19–23, 2025, an NCEA delegation visited Erbil and Duhok to assess the state of environmental and social impact assessment (ESIA) systems and explore opportunities for cooperation. Meetings were held with key stakeholders, including the Board of Environmental Protection and Improvement (BEPI), governorates, ministries, NGOs, and academic institutions.
The mission highlighted pressing issues where ESIA and SEA can play a role, such as water scarcity, nature preservation, and urban planning.
Discussions focused on practical steps forward, including capacity building, revising regulations, and introducing independent review mechanisms. Stakeholders expressed interest in NCEA’s support for policy development, training programs, and strategic advice on regional plans.
Next steps include drafting a collaboration framework with the Prime Minister’s Office and initiating targeted activities such as EIA/SEA training, policy reviews, and knowledge sharing with universities and local NGOs.
This visit marks an important step toward strengthening environmental governance and resilience in the Kurdistan Region of Iraq.
