The NCEA’s support started in 2018, with SEA workshops on spatial planning and water infrastructure in the Pantanal-Chaco region, as part of a cooperation with WWF Netherlands and WWF Paraguay. Similar workshops took place in 2019 and 2022, the latter one focused on an SEA for an Urban Masterplan for the lower Chaco area.
In 2025, the NCEA supported a study tour of Paraguayan authorities to the Netherlands, resulting in a request for a training in Asunción on SEA and strategic planning for river navigation in the Paraguay river. The training took place in November 2025 with the participation of public institutions, civil society organizations, the private sector, and academia.
The NCEA supported an SEA for an Urban Masterplan for Chaco-i (accross the river in Asunción, Paraguay).
