In Colombia, the Ministry of Environment and Sustainable Development (Minambiente) and the Environmental Licensing Agency (ANLA) are in the process of preparing an SEA for offshore wind in relation to Marine Spatial Planning. In the framework of the existing collaboration agreement with these two authorities, the NCEA co-facilitated a 3 day training about this topic, which is a follow-up of previous training activities.

Because of its MoU with the Ministry of Mining and Energy (Minenergía), the Netherlands Embassy was able to provide funding for this workshop through a financial contribution from the Climate, Water and Food facility (CWF) of RVO, while Holland House provided logistical assistance. Because of the funding opportunity and the broad interest of the audience (60 participants), the training covered also subjects around strategic minerals for a just energy transition. In addition to various presentations by Minambiente, ANLA and Minenergía, the NCEA provided a large part of the training. Guest presentations were provided by the Danish Institute of Human Rights (on stakeholder participation), Royal Haskoning (on results of a ports study in Colombia), and IGF (on the 10 principles of mine closure). All contributions were much appreciated.

Following this training, the NCEA will continue to provide support regarding the SEA for offshore wind in relation to the Marine Spatial Plan. Additional activities are being explored.
