The SEA regulation was established in 2007 by the Government Agreement 431-2007 (Regulation on Environmental Evaluation, Control and Monitoring).

The objective of SEA application is:
- To incorporate a sustainable development approach in national plans, programs and policies.
Scope of SEA application
The SEA is applied to plans and programs that because of their dimensions and scope are related to a significant impact on the environment and/or are located in vulnerable areas.

National Environmental Authority is the Ministry of Environment and Natural Resources
Implementing the SEA
The proponents of projects and programs may elaborate a SEA. The final report is reviewed by the DIGARN. The MARN issues the approval or indicates the limitations and restrictions. The MARN also proposes measures and instruments that have to be adhered to to obtain the environmental license.

A pilot SEA project is the Territorial Management Plan of the City of Guatemala (Capital of Guatemala)
