  December 2016 - Benin

ESIA for deep sea port in Benin

A Beninese public-private partnership wants to develop a new deep sea port at Sèmè-Podji. The Beninese Environment Agency organised an inter-ministerial meeting, at which the NCEA was present, to discuss the ESIA that would permit this development. The ministers decided to use the NCEA's earlier review of this ESIA as the basis for their response to the proponent.

  November 2016 - Benin

MoU for cooperation programme Benin

A new cooperation programme for capacity development and independent review of environmental assessments has started in Benin. In September, the NCEA and Benin's environmental authority ABE signed an MoU. During this visit, the NCEA also gave a first training on environmental assessment for a large group of professionals.

  December 2016 - COMIFAC

Directive on ESIA for Central African forests

Environmental and social impact assessment (ESIA) is an important tool to improve sustainable management of forests in Central Africa. To promote its use, a Directive has been adopted (November 29) by Ministers of the ten member countries of the Commission for the Forests of Central Africa. The NCEA assisted in developing this Directive.

  December 2016 - Stockholm

SEA course in Stockholm

The SEA for Ghana's Poverty Reduction Strategy (2004) is an illustrative example of how SEA can improve development, save the environment, promote growth and reduce costs. Therefore, this case was presented by the NCEA during Sida's recent SEA course in Stockholm (November 21-December 9) for 30 participants from East African countries.

  November 2016 - Kenya

SEA trainings in Kenya

The NCEA shared its international SEA experience in a training in Kenya (8-10 November), organised by NEMA and targeting alumni of Sida/NIRAS's international SEA training programme. Moreover, the NCEA will contribute to an SEA training for the National Environmental Tribunal of Kenya, on 6-7 January. The Tribunal handles appeals on decision-making of NEMA.

Brainstorm Espoo Convention & SEA protocol

What has been achieved under the past 20 years of the Espoo Convention and SEA protocol, and what needs to be improved? This was the topic of a brainstorm on November 7, part of the 6th meeting of the UN ECE Working Group on EIA and SEA. The brainstorm was led by Rob Verheem (NCEA) and will inspire future workplans and their implementation.

PhD thesis: ESIA in developing countries

How to increase the performance of ESIA systems in developing countries? How to make sure that ESIA contributes to environmental protection? Donors and government agencies have a role to play, and motivation of the project proponent is crucial, argues Arend Kolhoff (NCEA) in his PhD thesis. He defended his thesis on December 14 at the University of Utrecht.
