The Environmental Ministry of Georgia decided to carry out SEA for its new waste law. After a public hearing, an alternative law was developed in addition to the already proposed law. The SEA is meant to focus on assessment of the two proposals. The NCEA was asked to advise on Terms of Reference (ToR) for this SEA.
The NCEA issued an advice of the secretariat in which it advised on these ToR. The proposed ToR included the following sections:
- Objectives of the law and the SEA;
- Legal setting;
- Impact assessment of alternatives;
- Study results;
- Work plan;
- Expertise required;
- Reporting;
- Time schedule.
