The NCEA advised on adaptation of a proposal for SEA introduction in Pakistan, with the aim of improving local ownership of the proposal.

In 2004, the International Union for the Conservation of Nature (IUCN) Pakistan submitted to the Netherlands Embassy in Pakistan a concept paper for a project to introduce SEA in that country. The Embassy asked the NCEA to comment on the proposal. After submission of the NCEA's comments, IUCN drafted a full proposal and submitted this to the NCEA for a second review. The NCEA commented that there seems to be no ownership with of the project with the local government, even though it deals with a sensitive plan. The IUCN updated its proposal and once again sent it to the NCEA, which found that its concerns were insuficiently addressed.
The NCEA then proposed a field mission and discussed the proposal with the government agencies concerned and with IUCN, in order to assess local ownership of the project. Based on the findings of this mission, the NCEA issued a memorandum in which it advises IUCN on adapting the proposal so that local ownership is increased. Main recommendations include:
- To include the Environmental Ministry as partner in the project;
- To reformulate the proposal as a proposal of the National Planning Commission (NPC), the Ministry of Environment (ME), and IUCN;
- To include in the proposal capacity-building of the NPC and ME;
- To include at least four SEA pilot cases.
