8011. Distant learning course on SEA - Bolivia

The Dutch Embassy in Bolivia asked the NCEA to develop a Distant learning course on SEA. The NCEA created this course with assistance of the Faculty of Geo-Information Science and Earth Observation of the University of Twente (ITC). The result can be found at the website of the Universidad Loyola in La Paz, which hosted the course.

Process and activities

The development of this course was one of the last activities financially supported by the Dutch Embassy in La Paz, before its closure in the course of 2013. The NCEA has been involved with the Bolivian Ministries of Environment and Water and Energy with SEA capacity building since 2004, through a capacity building programme involving workshops, contribution to manuals, advice on ToR/review and on drafting regulation. The course was requested by the Netherlands Embassy as a way to build on these existing SEA experiences and to consolidate lessons learned. It targets technical staff and consultants and institutions active in the field of SEA.

 

Results

The distant learning course that was developed in this project consists of a number of materials, including a study guide, a guide on the use of a Moodle platform, forums for presentation and questions, and a video presentation. The course consists of 8 modules and runs for 2 months. The first course was held in January-March 2013, with 25 participants of whom 22 received a certificate. Experiences were positive, although there were minor technical problems and some participants had difficulties in working with unfamiliar software. The course was repeated later in 2013 and in March 2014, with similar numbers of participants.
