The NCEA provided comments on a Joint Review document that is used in Mozambique as an input for formulating indicators for sector plan SEAs.

Mozambique's Environmental Ministry (MICOA) uses a Joint Review document as the basis for formulating SEA for sector plans. The Joint Review is used as input for discussions with multiple stakeholders. MICOA asked the NCEA to comment on this document.

The NCEA issued an advice of the secretariat to fulfil this request. It posed some issues that need to be addressed in further preparation of formulating the indicators for SEAs, including a.o.:

• Many questions remain open, e.g.: who initiated this document? who pays for SEA? who is in command?
• Examples of how to include lessons drawn from experience so far.
• Issues that need to be realized before meaningful indicators can be formulated.
