424-i. Raspberries Farming Project Kindi Village Tanzania
The proponent, Kilihortex Ltd Company, has an established business in Tanzania of cultivating and exporting fresh raspberries to the European Union. Currently it is working towards a substantial expansion of its operations with a farm in Kindi Village in Moshi Rural District. The proposed farm will occupy about 50 ha of which 40 ha will be utilized for plantation. The proponent has applied for DGGF funding. RVO, who manages the DGGF facility, has asked the Netherlands Commission for Environmental Assessment (NCEA) to assess the quality of the scoping report and ToR (28 p.) for an Environmental and Social Impact Assessment, which will be submitted for approval to the National Environmental Management Council (NEMC) in Tanzania.
The NCEA concludes that the report is too narrow in scope and therefore does not provide a sufficient starting point for the (light) ESIA that is to follow.
First of all, it does not address certain topics that need to be addressed in the scoping phase of any ESIA (e.g. on initial impact assessment and potential mitigating measures, first outline of an Environmental and Social Management plan and Environmental monitoring plan).
Secondly, the topics that are addressed in the scoping document, in each of the 5 chapters, are insufficiently covered. For instance the project and site description is incomplete and alternatives are not addressed.
Finally, some key potential environmental and social risks for this type of project are not mentioned in the scoping report. This is partly due to an incomplete description of the project. For instance clear (quantitative) data (and percentages with references to sources), on the water requirements for the project need to be provided, preferably with reference to any relevant water basin planning.
