NCEA visited Skopje, Macedonia from 25-29 Jan. to further discuss the project plan for the Macedonian-Dutch SEA capacity development project. The project takes place within the framework of government-to-government co-operation with the Macedonian Ministry for Environment and Physical Planning. The results of the meetings with several stakeholders will be documented in a project inception report, which has to be finalized by March 2010. It will set out detailed project activities for the next 18 months.

In December, the NCEA in cooperation with the Netherlands government service on land and water (DLG) organised a workshop on the integrated SEA - land use plan for the Adjara region. A large number of participants identified the most important issues and made them into drawings. These were presented to the governor of Adjara region.
During a follow-up visit in January, the first phase was finalised. The preperation of the integrated SEA - land use plans is expected to start in April 2010.

The Global Water Partnership, the World Bank, the SEA task force of the OECD DAC and the NCEA discussed in a session on the 10th of december, the synergy that may come from linking Integrated Water Resource Management (IWRM) and Strategic Environmental Assessment (SEA). IWRM and SEA are tools that countries use to assess vulnerability to climate change. IWRM is used in the water sector with large communities of practitioners. Accra, Ghana, 1-3 dec. The NCEA facilated one of the 6 themes (EIA/SEA) of the workshop organised by Norwegian and Ghanes Ministries. The aim of the workshop was to indentify and prioritize possible needs of Ghana’s government and environmental institutions in facing the challenges of oil and gas activities. Furthemore discussions were held with EPA in Ghana (Environmental Protection Agency) how NCEA and the Norwegian Oil for Development program could assist in developing an SEA for the national oil and gas policy.

Starting January 2010, the Macedonian Ministry for Environment and Physical Planning will be working with the NCEA to strengthen SEA. In November '09, the NCEA visited Skopje to discuss the main priorities for SEA in Macedonia, and to prepare a project proposal for co-operation. Macedonia has already translated the European legisation on SEA into her own regulations, but practice is lagging behind. The co-operation will focus on improving capacity and awareness. It will be funded by the Dutch Ministry for Environment, under the EVD Government-to-Government programme.

On request by the Ministry for Agriculture and Rural Department a two day high level seminar was organised by Tropenbos and the NCEA/Dutch Embassy on the use of SEA in the forestry sector. Batumi, Georgia, 2-5 November 2009. On November 5th a high level seminar was organised in Batumi to share international experiences on land use planning. This seminar is the start of a programme aiming to support the authority of Adjara autonomous region with the development of their first land use plan. This is also the first plan of this kind in Georgia. In consultation with the Adjara authorities, the NCEA and DLG (a dutch governmental agency) are preparing an interactive planning process in which SEA is integrated.

Sana'a, Yemen, 23-28 October 2009. Arend Kolhoff visited Yemen as part of the three year EIA support programme (2008-2010). He attended an EIA course for regional EPA staff. In 2010 activities will focus on EIA for dams and EIA for the extractive industries. The Minister for water and environment asked the NCEA to review an EIA for a dam in in Wadi Hassan. This is a follow-up to an advisory report on Terms of Reference for this EIA prepared in 2008.

In the past month, a new environmental law passed in Indonesia. This law creates a legal basis for Strategic Environmental Assessment (SEA), which ensures that in an early stage of the planning process environmental impacts of the policies and plans are taken into account. On request, the NCEA will assist the Indonesian Ministry of Environment in strengthening of the capacity and implementation of SEA. See also article on Reuters website.

Over the next years, Vietnam and the Netherlands will work together to improve the efficiency of water management and climate change in the Mekong Delta. Vice Minister Tineke Huizinga from the Netherlands and her Vietnamese colleagues Minister Hoc and Minister Lai signed the agreement on october 5th in Hanoi. In light of this agreement, a seminar was held on October 8th. The seminar discussed ways of boosting long-term co-operation between Vietnam and the Netherlands as well as a strategic vision for water management and how to cope with climate change in the region. Arend Kolhoff represented the NCEA in a panel and called for using SEA for climate proofing of policies and plans. SEA has a legal basis in Vietnam since 2005.

An NCEA working group of experts has recently visited Katanga province in DRC. They will advice on the Terms of Reference (ToR) for an Strategic Environmental Assessment (SEA) for the reconstruction of the mining sector. The ministry of Mining, the ministry of Environment, provincial authorities and UNEP are exploring different alternatives to exploit the mines and other natural resources in an environmental friendly and social and economical justified manner. Previous experiences from the NCEA in post-conflict areas are a valuable asset.

Copenhagen, Denmark, 13-15 May 2009. The governments of Rwanda and the Democratic Republic of Congo are exploring beneficial ways of exploiting the methane resource in Lake Kivu in a safe, environmentally sound yet economically profitable way. Reduction of the methane and carbon dioxide content of the waters of lake Kivu is necessary to reduce the risk of sudden eruption of these gases. From 13-15 May 2009, NCEA’s Aad van der Velden and Gwen van Boven provided independent moderation and secretariat at a conference in Copenhagen, Denmark. Besides an exchange of most recent knowledge and insights, the conference validated and adopted Management Prescriptions for Lake Kivu. Agreement was also reached on the structure of a bilateral regulatory authority for Lake Kivu.
