23-26 April 2012, Bujumbura, Burundi – Burundi’s EIA regulation does not cover scoping as part of the EIA procedure. This creates lack of clarity: for the proponent of an investment to know what to cover in the EIA, and for the Ministry of Water, Environment, Spatial Planning and Urbanism, responsible for the review of the report, to know how to judge its quality. During a week-long training, the NCEA trained the complete Direction for Environment on scoping, and facilitated a process of decision making on how to integrate this new phase in the current system. An action plan has been developed and the NCEA will assist the Ministry to implement it.

The Dutch ministry of Environment and Infrastructure asked the NCEA for support concerning the review of the EIA of the NuStar Terminal Expansion on Sint Eustatius (caribbean island, special municipality of the Netherlands). The NCEA made a generic review Guidance to be used for land and maritime segments of oil storage terminals. The basis of the guidance is the ‘Review checklist’ from the ‘EU Guidance on EIA’ and experiences of the NCEA with SEA and EIA in the Netherlands.

2 April 2012, Utrecht, the Netherlands – Today, the NCEA had the honor and the pleasure to receive a delegation from the Burundi Ministry of Water, Environment, Spatial Planning and Urbanism, headed by His Excellence Minister Nibirantije. In a 2-hour programme, the role of Environmental Impact Assessment (EIA) in relation to waste management was discussed. Upon request of the Minister, Attero and Hands on Waste, the Dutch organizers of the visit to the Netherlands, will continue discussions with the NCEA on EIA and the creation of a dumpsite for the capital of Bujumbura.

Ms Bobbi Schijf en Ms Gwen van Boven have contributed to two cases (Montenegro and Benin) in a new OECD DAC publication on SEA.
Many countries are already making good progress in applying SEA. This publication presents nine interesting case studies of SEA in progress, carried out by countries in cooperation with development organisations. The cases highlight that SEA can:

16-22 January, Yaoundé, Cameroon – for NCEA’s Central Africa programme, the year started with a monitoring and planning visit to the joint offices of the ACAMEE – Cameroon’s national association for impact assessment, and the SEEAC, the regional secretariat for the network of national IA associations. 2012 will be a busy year for SEEAC and its members, with a regional study on financing mechanisms for EIA as a highlight in their annual plan. During the visit, SEEAC and the NCEA together met with potential partners for SEEAC as well.

18 January 2012, Islamabad. Rob Verheem (NCEA) gave a presentation at the high-level seminar on SEA, organised by the Government of Pakistan, under the auspices of Planning Commission and in collaboration with IUCN. The seminar aimed at sensitization of senior decision makers and other stakeholders on the role of SEA in development planning. The seminar was followed by a two-day workshop. The main objective of the workshop was to explore application of SEA to existing Pakistani planning processes and bring colleagues from planning and environment departments together to support SEA pilot application under National Impact Assessment Program.

12-15 Dec 2011, Bujumbura, Burundi – Upon invitation of the Ministry of Water, Environment, Spatial Planning and Urbanism, Ms Gwen van Boven (NCEA) was one of the Key Note speakers at the opening seminar of Burundi’s Week of the Environment . This week was dedicated to forestry with a heavy emphasis on Environmental Impact Assessment (EIA). The development of Burundi’s EIA system is in its early stages. This seminar, presided by the Environment Minister, provided good awareness raising opportunities among high level decision makers.
