A year filled with new developments, advisory reports and capacity development programmes. You can read for example about the Dutch Sustainability Unit (DSU), a new facility of the international department. The DSU contributes to properly integrating environment, climate change and sustainable development in Dutch development cooperation (see p. 26). Or read more about the very positive results of a study, commissioned by the Ministry of Infrastructure and the Environment on the effects of EA in the Netherlands. The stakeholders involved reported that the legal obligation to carry out environmental assessment was ‘the big stick’ (see p. 23).

An NCEA group of experts was invited by the Georgian Ministry of Environment to review the EIA report of the controversial Khudoni Hydropower project. The NCEA, with technical assistance of ITC-Enschede, has developed an SEA distant learning course. The course is hosted by the Universidad Loyola. The development of this course is one of the last activities financially supported by the Dutch Embassy in La Paz, before its closure in the coming year. The NCEA has been involved with the Bolivian Ministries of Environment and Water and Energy with SEA capacity building since 2004, through workshops, contribution to manuals, advice on ToR/review and on drafting regulation. The course builds on these existing SEA experiences and on the lessons learned.

The NCEA, requested by Colombian Minister of Environment and Sustainable Development, performed an independent review of the EIA report of a new access canal in the Bay of Cartagena. The existing entrance canal has reached its maximum limits and depths. The dredged materials will be deposited in two sites at sea and will partly be used for replenishment of beaches as well. The NCEA noted some essential shortcomings and recommends additional information before decision-making on license granting can take place.

January – February, Central Africa region - for NCEA’s Central Africa programme, the year started with a monitoring and planning visit to the offices of the national associations for impact assessment in Burundi, Cameroon, CAR, Congo and Rwanda, as well as the SEEAC, the regional secretariat for their network, which shares offices with the association in Cameroon. The five-year support programme will wrap-up in 2013 for SEEAC and its members, which explains why focus will be on evaluating the current state of affairs of EIA in the region: how have the national EIA systems evolved in the past years, and how has the NCEA programme contributed to it? In October 2013, the partners intend to conclude the fruitful collaboration with the presentation of a joint publication at a regional closing seminar in Douala, Cameroon.

The Dutch Embassy in Rwanda is in the process of carrying out a Strategic Environmental Assessment (SEA) for its IWRM (Integrated Water Resource Management) support programme. Upon request, the NCEA advised on the scoping phase. In its advice the NCEA asks for specific attention to the coordination process of the embassy programme and the Rwandan government initiatives in this particular area. In addition, the NCEA presents a number of guidelines for(mandatory) SEAs for the Rwandan IWRM master plan and any sub-plans.

Gabi Sonderegger, a student at Utrecht University conducted her master thesis ,research on EIA in the water sector in Ghana. The thesis seeks to contribute to a better understanding of EIA performance and how it is influenced by context factors and the capacities of the main actors involved. The research revealed that the ambitious goals for EIA in Ghana are only partly achieved in practice for the water sector, especially with respect to EIA follow-up.
